Henry Z. Osborne was born in New Lebanon, New York, in 1848. He began his career in journalism, working for a prominent newspaper. Osborne later transitioned into public service, being elected to the United States House of Representatives from California in 1917. He passed away in Los Angeles in 1923 at the age of 74.
