Josh Holstein holds a Bachelor of Arts in Economics from Marshall University and graduated from Sherman High School. He began his career in public service as an intern for the United States House of Representatives and later coordinated voter registration for the West Virginia Republican Party. Holstein has held leadership roles within the West Virginia Republican Party, including serving as Chairman of the Boone County Republican Executive Committee and a member of the West Virginia Republican State Executive Committee. He has been elected to the West Virginia House of Delegates three times, most recently in 2024, and was elected Chairman of the West Virginia Republican Party and to the Republican National Committee in 2025.
